Constitution of the Twin City Aero Historians
We, having a common interest in the collection and preservation of the history of world aviation, do hereby join and ordain this, our Constitution. The name of our organization shall be called the Twin City Aero Historians [hereafter referred to as T.C.A.H.]. Our home base is Minneapolis/St. Paul, Minnesota.
Article One
The Objective of the T.C.A.H. shall be the collection, preservation and dissemination of aviation history, and to encourage interest in scale modeling.
Article Two
The well being of T.C.A.H. shall be paramount. No member shall willfully perpetrate any action, which shall be held by a two-thirds majority of the members present to be to the detriment of T.C.A.H. or its image.
Article Three
T.C.A.H. shall be governed by officers elected annually. These annual elections shall be held at the November general meeting. These officers shall be President, Vice-President, Secretary, Treasurer and Sergeant At Arms. They shall take office at the first meeting of the club year, that meeting taking place in December.
Article Four
The President shall preside at all T.C.A.H. meetings and functions, and shall serve as public spokesman for T.C.A.H. It shall be the duty of the President to determine policy within the limits imposed by this Constitution. The President shall have no power to enact any law or regulation, nor shall he have the power to amend or modify this Constitution.
Article Five
It shall be the duty of the Vice-President to serve in the absence of the President, and at such times have all powers and authority of the President.
Article Six
It shall be the duty of the Secretary to preserve an accurate record of the proceedings of each meeting. The Secretary shall have the authority to draw against funds of T.C.A.H.
Article Seven
It shall be the duty of the Treasurer to collect the annual dues of each member, take custody of funds raised through auctions, raffles, and other events, and to maintain a strict account of such. The Treasurer shall have the authority to draw against funds of T.C.A.H. He shall be required to furnish at any time upon request of a member of T.C.A.H., a written financial record of deposits and expenditures.
Article Eight
It shall be the duty of the Sergeant At Arms, under the direction of the Club President or other presiding officer, to play an integral role in maintaining order and decorum at club meetings and club sponsored/hosted functions and to assist in practical details of organizing meetings.
Article Nine
Anyone with an interest in aviation is eligible for membership. The payment of annual dues is required for membership. Junior members (those under 18 years of age) and Senior members (those 65 years of age or older) pay one-half of regular dues. Non-dues paying members will not receive the monthly newsletter.
Article Ten
Any member who willfully violates the provisions of this Constitution may have expulsion and/or impeachment proceedings brought against him by signatures of five members to a petition stating the specific violations.
Article Eleven
Amendments to this Constitution shall require a two-thirds majority vote of the members present at a meeting called for said purpose. We, the current officers of the Twin City Aero Historians, on behalf of the membership, do hereby ratify and ordain this Constitution.
